In Virginia anyone who can own a handgun can carry it openly.

FWIW, here in Michigan open carry is legal too without permit................If you want to conceal it then you must have a CPL.......
Wisconsin is one of the last two states that deny CCW permits, much to our shame. They do however, allow open carry. In theory at least, I suspect that if you tried to exercise that right, "Officer Friendly" would find some reason for you to accompany him back to the station house. Disorderly conduct, and creating a public nuisance come to mind.
In fact we have several hundred thousand armed citizens beating the bushes every Fall, searching for the illusive Whitetail deer. Considering the number of people involved there is remarkably little collateral damage.
