I agree, it is gross. Maybe they find teenage boys easier to control than the husbands who ran away from them.

Having complete control over a person, which is the case in a lot of these situations, is a major turn-on for some people.
There's also the self-esteem boost a lot of a middle-aged women experience when they have a younger man - or boy - lusting after them.

She’s not looking for mature; she’s looking for young, immature, and will go along with anything she wants. The boy will think anything she does is great, so it will boost her low self-esteem.
It allows the woman to control and dominate the boy. Some women are into that, in that they don't WANT a man with maturity and wisdom, because the women are too insecure.
The whole “cougar” thing is based to some degree in the idea that these women can be sexually attractive to a younger man.
That the 40-50 something husband divorces (usually by force rather than choice) finds himself alone, and decides to get himself the 20-nothing plaything. He has money and experience, which makes the hunting quite a bit different, than being 20-something yourself and seeking a date.
Having been in the aforementioned position I can speak with some authority. I have had little in common with the playthings and the relationships were exactly what you would think.
However, I did remarry to another woman who is 15 years younger than myself(46) and my ex-wife(45). Drives the ex-wife nuts to this day...The best revenge is to live well.
Your neighbor has likely never had a REAL MAN "take care of business" as he should with her. She's simply looking for excitement. Yes she could probably control herself better, but I'm just telling you the crux of the problem. She lacks excitement, and Jr. happens to be providing the naughtiness she desires at the moment. You Cougar neighbor needs to take a cruise or something.
