I have no idea, but the chase started about 15 miles north of DC and ended on the Beltway west of DC.

Elwood: It’s 106 miles to Chicago, we’ve got a full tank of gas, half a pack of cigarettes, it’s dark and we’re wearing sunglasses.
Jake : Hit it.
Hoping it is not some nefarious deed!

How’d this guy get through I-270S traffic onto the beltway without running anyone over?

the truck has continued into Virginia and is at Tysons Corner. Rush Hour? Tyson's Corner? That'll stop him in his tracks tout de suite.
To: VanShuyten
I was coming through Tysons Corner about 4:00 and saw three helicopters hovering overhead. I thought it was President Bush at the Homeland Security office. Turned on the radio and learned of the truck chase. He ended up about one block from the USA Today headquarters.
