If she's not a Kleptomaniac I don't know who is. She fits the classic definition to a T:
Kleptomaniac: A person who has kleptomania.
Kleptomania: An obsessive impulse to steal regardless of economic need.
She's sick and needs to be in a hospital, not a jail (imo).
