Vlad the Impaler also had a creative way to deal with the homeless/pauper problem in Transylvania. I prefer the way he used his methods on the Ottomans, however.

Actually Vlad Tepes never reigned in Transylvania :) And it was the thieves and crooks whom he punished, stories tell about gold cups found at public fountains to be used by anyone who was thirsty and never stolen because the punishment was fierce... and just. He was beloved by his people despite his way of handing out justice but then I don't recall the French or the Brits being any less violent in the 15th century. Besides, most of his punishment was geared towards the Ottoman expansionism.
