The Constitution does not confer rights and the rights listed are not to be interpeted as denying any other God given rights.Neither did the Constitution strip the states, counties and municipalities of their inherent police powers over public safety issues.
Owning a dog is a God given right.
By your "logic", owning a rabid dog is a God given right.
"If, however, an ox was previously in the habit of goring and its owner has been warned, yet he does not confine it and it kills a man or a woman, the ox shall be stoned and its owner also shall be put to death."

No one’s arguing the wisdom of destroying a dog who’s attacked. We disagree with the constitutionality of destroying a dog because it’s appearance scares someone.

I didnt know you were quoting modern ordinances You bizarrely and incorrectly asserted that there were no such modern ordinances. In fact, most urban areas restrict the types of animals that can be kept in residential neighborhoods. An oxen in your yard would be a danger to your neighbors.
