Needs explaining: why call Kenya to talk to an Ambassador? Who would be easiest found in Washington D.C. - no?

Did the folks at the Detroit radio station actually call Kenya or call the Kenyan embassy in Washington? If one of them hinted that they were calling Kenya, perhaps he/she was wrong. The anwering machine message, if that's any clue, sounded like it was geared to American callers. I got the impression that the ambassador was speaking from the Kenyan embassy in the US - most likely in DC or in the DC metro area.
