It's well worth remembering that President Roosevelt was Under Secretary of the Navy during the First World War, and was in charge of Naval Intelligence. And since there was no "C.I.A." in those days, that was as close to a national intelligence agency as America then had.
So, I think it's no accident that, in 1938, the US already had the second largest navy -- after Britain's, and I'm not even certain Britain's was that much larger.
At the same time, there's no other way to say it: the US Army was pathetically small.
Point is: I'd suspect this Texas Senator Connally was really speaking for Franklin Roosevelt.
