Under Government plans to monitor internet traffic, raw data would be collected and stored by the black boxes before being transferred to a giant central database.
The vision was outlined at a meeting between officials from the Home Office and Internet Service Providers earlier this week.
It is further evidence of the Government's desire to have the capability to vet every telephone call, email and internet visit made in the UK, which has already provoked an outcry.
Richard Thomas, the Information Commissioner, has described it as a "step too far".
The proposal is expected to be put out to consultation as part of the new Communications Data Bill early next year.
At Monday's meeting in London representatives from BT, AOL Europe, O2 and BSkyB were given a presentation of the issues and the technology surrounding the Government's Interception Modernisation Programme (IMP), the name given by the Home Office to the database proposal.
They were told that the security and intelligence agencies wanted to use the stored data to help fight serious crime and terrorism.
Officials tried to reassure the industry by suggesting that many smaller ISPs would be unaffected by the "black boxes" as these would be installed upstream on the network and hinted that all costs would be met by the Government.

The technical challenges of this are pretty astounding but I guess when you are spending other peoples money anything is possible.

It’s a waste of taxpayer money. If private industry did this for marketing purposes, which they already do, it would make business sense.

No, private industry tracks who goes to specific sites generally related to what they are trying to sell. They do not track every email and every visit to every website in the country.

Your landline phonecalls are all tracke,
your cell phone calls are all tracked.
Your computer browsing is all tracked.
Most mail is computerized and probably can be tracked.
Your credit cards and ATM and debit cards are all tracked and there is a black box in your car that can track your speed and other information.

If I have to deal with one more person at work that is a victim of their own stupidity, this could work for me. I’ll just look up all the “how to cheat on taxes,” “how to build a bomb,” “how to build a still,” etc. and just wait for them to come get me. After all in prison I can get free cable, books to read, and all the religious accomodations I need.

Heh. If you're sure that it's not being done here now, write something that any sensible person would know might attract the attention of the Secret Service, send it in an email to yourself and then wait.
I, for one, wouldn't do it.
If I remember correctly, in all the news stories of school/work site shootings, etc. it is found out AFTER the fact that these kooks had websites up detailing their plans. These sites and internet writings weren't known in advance.
There is always the possibility that driftdivers cat really is a terrorist subversive criminal. I mean, do you know where he goes at night? And what he gets up to?
Does he bring home dead mice and birds? Murder! Or poaching, or destruction of private property! Certainly common assault.
Has he been neutered? If not, he could officially be a rapist (that female cat yowled and I don’t think it was in ecstacy).
Have you checked his collar recently? Those metal disks with “tiddles” on are perfect places for microdots. And lets face it, cats “slink” around just like spies.
What color is your cat? There could be racist overtones to all this too. He might be a real “tabbyist”.
