Realistically? A Third-world fighter wouldn't get within a hundred miles of the 130: our own fighter jocks are occasionally useful.

Your third world pilot doesn't have enough IR missiles in his warehouse to use up the defensive flare BURSTS the threatened aircraft is capable of putting out.
