hmmmmmm I live near there and have been there.

Any meat in a restaurant or store for sale to the public has to be at least USDA inspected that it is edible for human consumption.

It’s illegal to have USDA meat and game on the same premises.
In hunting country, small packing houses that cater to hunters have to have all domestic meat out of the place before they can take in any game.

board of health rules here downstate says that deer can not be processed where other food is processed(may be statewide). My friend who worked in a butcher shop told me the reason was because of the hair. you can legally process deer but it has to be in a separate facility.
I do it myself in my garage....yum.
