If you ever have the misfortune of having to be in NYC you will understand that I am not exaggerating when I say that there are apparatchiks of all types literally hiding behind trees and in doorways just waiting to leap out and start writing tickets for an amazing variety of "offenses"

The transit authority has their own PD also!

And with Bloomingidiot rescinding the 2-term only rule, they might need a new “Ultimate Ruler” chair for him to sit in, which would naturally require a new personal Ultimate Ruler PD with snappy uniforms and shinny guns. :-)

I had always assumed that certain "Italian families" ran the garbage business in New York. I guess the Department of Sanitation needs its own police to fight that or at least to profit from payoff money.
