I agree with part of this, and disagree with another. Further I hate it that PETA and HSUS are on the side of mine on part of this.
For the average pet owner, I believe they should spay and neuter their animals. It cuts down on a lot of negative, and sometimes dangerous, behaviors. Casual breeding of pet animals is not a good thing. It also gives rise to feral cats which become the taxpayers’ problems via subsidizing catch/spay/release programs. Unexpected and unplanned litters can end up at shelters, taxing these groups that most often exist on private donations and adoption fees.
The thing I disagree with is that it has to be done by 4 months old. Many vets will say this is too young to do this. The vets I know say that there can be behavioral problems with dogs that are fixed too soon. Generally they say around six months old should be the time to get the animals fixed.
And again, extremely pissed I have to partially agree with PETA and HSUS on part of this. PETA particularly disgusts me. I suppose a broken clock is right about the time 2 seconds of the day.
volusia county florida passed this law earlier this year and is mandatory for all cats and dogs unless you are a licensed breeder or show them.....

Actually, newest info suggests that spay/neuter should wait until after the growth plates close, because it makes them stay open longer and may contribute to an increase in cruciate ligament tears, which require surgery. I have revised my own pet contract to reflect that.
At any rate, these laws, much like gun laws, only affect the people who are responsible. They don’t affect commercial breeders and they don’t affect the sort of people who let their animals run at large. And, the bottom line is, whose dog/cat is it, yours or the government’s? I haven’t noticed them paying my vet bills....

I’m in LA area, just within four homes around me there are 9 dogs. I won’t mention their ethnic origin, but this people love dogs. Barking mutts for blocks and blocks. Two of them next door are huge and bark most of the night. Four of them are little yapping high pitch noise if one goes outside and sneezes. Their ears are bigger than their body. One dog per family and if it is a nuance, put it down.
I dont use the word 'pet.' I think its speciesist language. I prefer 'companion animal.' For one thing, we would no longer allow breeding. People could not create different breeds. There would be no pet shops. If people had companion animals in their homes, those animals would have to be refugees from the animal shelters and the streets. You would have a protective relationship with them just as you would with an orphaned child. But as the surplus of cats and dogs (artificially engineered by centuries of forced breeding) declined, eventually companion animals would be phased out, and we would return to a more symbiotic relationship enjoyment at a distance. This HAS been and STILL IS the goal of these groups. Of course, very few people don't want animal welfare, that is humane treatment, and believe me, having been involved in the sport of purebred dogs, I have championed spaying and neutering of pets. Unfortunately, this is not what this is about. This is the beginning of requiring ALL pets to be spayed and neutered. If this is achieved, within less than 20 years there will be no pet dogs or cats. Is that what you agree with?

I’m sure commercial breeders lobbied for that to be inserted. Unfortunately, these spay/neuter laws don’t touch what I would call puppy mills since for the most part they come under the Ag Dept.
