It is my understanding that the newly elected House and Senate determine the President and VP in case their isn't a candidate with a majority of the total Electoral votes.

No, the Senate does NOT vote by state. Each Senator casts his or her vote. If, however, Lieberman votes for Palin, the Senate would be tied, 50-50. Then, Cheney would cast the deciding vote.

While Lieberman would vote for McCain, if he could, I doubt that he would vote for Palin.

Cheney doesn’t get to break the tie. The Amendment says that the winner needs to have a majority of the whole number of senators, which means 51 senators, not 50 senators plus a tie-breaking VP.
