Here's my take on what we're really fighting for (though it's a long fight!) Have at it and have fun!
All persons naturally born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
For the purposes of the above, "naturally born" shall mean "born to at least one parent who is naturally born or naturalized".
"Naturalized" shall mean "naturalized by due process".
Citizenship begins at conception, and all rights enumerated in the Constitution shall begin at that point.
Non-citizens within the jurisdiction of the United States do not qualify for the rights of citizenship as enumerated in the Constitution. They are, however, to be treated with the digiity and respect which is naturally accorded to all human beings. They do not, however, have equal status with American citizens before the law and do not have recourse to the courts of this land on an equal basis with citizens.
The XVIth Amendment to the Constitution is hereby repealed.
In its stead, the following:
Each year, the Executive Branch of the Federal Government shall, in a timely manner, present a proposed budget to the Legislative Branch. The Legislative Branch, shall in turn debate, amend and pass a budget bill which shall be returned to the President for signature. Upon signing the bill, the final budget amount shall apportioned to the several states on the basis of their representation in Congress.
All Federal powers over education in the United States are hereby abolished. These powers include, but are not limited to:
Pell Grants Student Loan Guarentees The various "Titles" (Title I, Title IX,etc).
These powers shall return to the several states.
Federal Highway and Gasoline Taxes are hereby repealed and responsibility for the maintenance, upkeep or expansion of the Interstate Highway System shall devolve to the States through which the System runs.
Exception: Given the original intent of the Federal Highway Act to provide facilitated access to the US Armed Forces for the purposes of National Security, the US Departmant of Defense shall, on a yearly basis, assess the National Security requirements of those portions of the Interstate Highway System which are necessary to our defense and pay, on a pro-rata basis, for the maintenance, upkeep or expansion of the Interstate System for those portions deemed necessary.
Non-military Federal Lands shall be returned to the several states who are hereby responsible for the utilization, maintenance and upkeep of these lands.
The Federal Environmental Protection Agency is hereby abolished, and it powers returned to the several states.
Discrimination, whether positive or negative, on the basis of race, creed, color or gender, in any economic transaction, is hereby prohibited. De facto segregation or numerical inequality shall not be used in a court of law as a presumption of guilt.

While technically a correct usage of manifesto, I think a better word could be chosen. The term Manifesto is generally associated with either the Communist Manifesto or various revolutionary sects, not Conservative values. Possibly consider Declaration or Proclamation. It is just a better way to display a positive statement versus one with negative connotations.

Everything else you have listed can be accomplished through regular legislative action, this, however, must be done through the Constitutional Amendment process- much more challenging. Maybe an approach could be to create legislative definitions as to what can or can't be taken and or how the values are derived?

This is more of a wish list than anything else. The actual text of the XVIth Amendment:
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
The key is “shall have”. It doesn’t in any sense require the government to tax individual incomes, but what politician is going to turn down that power?
Fundamentally, I believe that taxes should be kept local. After all, what politician in Michigan is going to turn down Federal funds which come from taxpayers in California?
The 16th may not have ever been necessary because of Article 1, however, it did clarify the power as to what the taxes where excised against.
My memory is fuzzy and my googling time limited, but I do recall a clause specifically prohibiting federal taxes that were not apportioned to the several states. The Feds also have the power to “lay duties and import taxes”, both of which are small fry compared to their enormous ability to tax individual and corporate income taxes and then redestribute those funds to other states where (corrupt) legislators deem them “necessary”.

It is just a matter of marketing. It isn’t that they appropriated the word, it is the reality of selling a product or an idea.

It is a nice theory that we can take the word back, but the reality is that may work in our minds but we are the choir.
I think I would read that differently.
No “capitation” (or “head” tax - from the latin “caput” or “head”) unless equally apportioned among the states on the basis of representation.
Don’t forget, the early Federal system was much more akin to (what used to be) the European Union: a loose confederation of sovereign states who agreed to pool some resources for joint tasks (Defense, inter-state frictions, etc).
It was up to each state, and not individuals of each/any state, to provide resources to the Federal government for these purposes on the basis of proportionate representation.
Would it were true. At 12 I very much wanted to exercise 1A, 2A, 4A and 5A around the house. My parents went through a brief commie phase during the following six years and oppressed me terribly.
