WASHINGTON (Reuters) - Seven years after the Sept. 11 attacks, there is no consensus outside the United States that Islamist militants from al Qaeda were responsible, according to an international poll published Wednesday.

As long as the Muslim population remains around 1% of any given country they will be regarded as a peace-loving minority and not as a threat to anyone. In fact, they may be featured in articles and films, stereotyped for their colorful uniqueness:

On average, 46 percent of those surveyed said al Qaeda was responsible, 15 percent said the U.S. government, 7 percent said Israel and 7 percent said some other perpetrator. One in four people said they did not know who was behind the attacks.

Consensus does not mean majority. The numbers pretty clearly show al Qaeda was the winner of poll by a margin of 3:1 over the closest second choice and nearly 6.5:1 over the other two options.

I suspect the headline needs overhauling.

I'm curious. Do you have evidence of jizya enforced in a modern country?

Not heard of it officially in any modern country. Unofficially in Iraq currently (the Christians pay it to local militias) & until the Iranian Revolution, a small Shi3a community in Madinah was paying jizya semi-officially.

Thanks. I know this is official Muslim doctrine, but I was unaware of it actually being implemented in modern times.

The case you mention sounds a lot more like criminal gangs selling “protection” to a vulnerable group. Nothing exclusively Muslim about that.

Agreed that it is thugs doing what thugs do, but on the other hand, the fact that they’re using the word jizya has strong Islamic connotations for the people of the Middle East. Paying jizya is an act of humiliation & in the past, people have paid extra money just for their jizya to not be called jizya. Any other term but jizya. It’s been a while since any state has enforced jizya payment, but the meaning of it is still fresh in people’s minds.
