It’s simply amazingly cunning on his part and more than a tad reckless. Half the people in America have seen the whole clip because of left-arm folks demanding context for the lipstick thing. So show them the toon.

Its not just plagiarizing (which is bad), but also who he's plagiarizing. Toles has printed some pretty vile stuff in the past few years -- Condeleeza Rice as Aunt Jemima, etc... This would be similar to lifting the work of David Duke, or some excerpt from the 'Protocol of the Elders of Zion', or from some other disreputable character (which begs the question ...'why exactly is Mr. Obama reading this crap anyways?...').
