Well, actually your #74 would make good sense if McCain
already was the President. But he's not and it's not his job to negotiate action and aid with the GOP heads of state. That's what Bush and Cheney should be (and look like they will be) doing.
McCain has no official position to do that. He can, however, encourage volunteerism and community aid. And in doing so, he can talk to Jindal, Barbour and the rest. But he can't offer official help that doesn't come from a voluntary source.
Yes, it's part political theater, but dammitall, it's about time we learned how to do it.
I'm not talking about governors, I'm talking about the heads of state GOP organizations. They will be at the convention and will know who to tap for what is needed. Bush/Cheney will handle the Federal assistance.
