Ewww, lord a mighty, WTH is that? What are those ties on it? Someone had it tied up. It doesn’t look like it was malnourished but there has to be someone who knows what it is. Like whoever tied it up.
Just looked again, it appears its front legs are tied together. Makes the dog-paddle a little difficult.
