Just looked again, it appears its front legs are tied together. Makes the dog-paddle a little difficult.
Yeah and what is that thing near it’s hind end? Looks like another tie but I’m not sure. Maybe someone tied it up and drowned it. OMG, that is horrible.
Looks like somebody tied a dog up and threw it in the ocean or bay. The front nose and front lower jaw area has been eaten or rotted away. Can’t explain the hair loss. maybe it had a severe case of mange.
