Not always, but sometimes, sure. And it is up to the local society to set the limits of what is publically tolerable.
I am not going to second guess what should or should not be legal in Greece. Within the barest of guidelines, it’s up to the Greek people to decide what is, and is not, acceptible behavior in their countries.
Public sex and prostitution is illegal in most countries, and have been for a long time; this is not a shocking law, so it is not for non-Greeks to second guess.
