Congress has every right to set conditions on money it gives to the states

I should note that I find that practice to be abhorrent. I view it as just another way the federal government usurps states' rights. Just to be clear, do you approve of this practice, or in your opinion should it be ended?

I call the practice “blackmailing the states with their own money," and I find it abhorrent a FReeper who pretended to an office of power would take it up so gleefully.

Of course, Congress seeks to push the states around. And this method of pushing the states around IS constitutional. That does NOT mean I favor this result. I am just explaining what is going on, and why.
