Was that State or Federal legislation??

Here in CA, the Legislature can do this dirty little bit of chicanery called “gut and amend” where a bill that was passed in the Assembly as a bill about ABC, gets gutted of its original language, and amended to be a bill about XYZ as it heads over to the State Senate. It doesn’t go back to the Assembly for new debate; the vote stands even though it’s, essentially, an entirely different bill than what was voted on. It’s just about the lowest of lowdown trickery I can think of.

Do you have to put up with that kind of evil in WA??

You take something that’s popular, introduce it in

...one house, and get it passed, then, on the way to the other house, you do the ol’ switcheroo, and change it into what you REALLY wanted to pass into Law all along.

Federal bill. I've never seen that in our state legislation; there may be a law against it.

I have seen bills get entirely re-written, but always on-topic and the rules appear to require revote. The biggest risks occur when state House & Senate pass similar bills and they get "conformed" -- chicanery in that action is not unknown.
