On the topic of PPPs here is how they get implemented on a local level-

The executive branch orders its bureaucrats to push these ideas down from the top, the top being the internationalist corporations and organizations that high level officials meet at the G8 conferences, the World Economic Forum and the UN.

These groups are shown here

Here is 'sample legislation' to make it easy for local governments to corrupt their governments. Notice that it isn't written by a legislator? The Bush administration has gone a long long way to corrupt Constitutional government.

And look at the corrupt ideas the federal government is pushing here

Can anyone deny the corruption with the UN leading the way on the creation of PPPs in the US, with the federal government working with them to do it?

Congress has not been involved from a legislative perspective, yet here we have PPP legislation for local govenrments to enact. These criminals don't need no stinkin' Congress to rape the Republic. The UN, World Bank, OECD and everyone else is making sure we DON'T have representation. No thinking person doubts that the NAU is being enacted in exactly the same way.

Here is 'sample legislation' to make it easy for local governments to corrupt their governments.

What are you yammering about?

The purpose of this model PPP legislation is to provide States with an example of what basic elements to consider and address in PPP authorizing legislation.

OMG! What a relief. Local governments are writing (or not) authorizing legislation and then passing it (or not). You consider this local government corrupting their government? You're funny!

Notice that it isn't written by a legislator?

Notice that local legislators would have to write their own.....and then vote on it?

Congress has not been involved from a legislative perspective, yet here we have PPP legislation for local govenrments to enact.

Why should Congress be involved with local legislation?

These criminals don't need no stinkin' Congress to rape the Republic.

You should tell your local government you don't want them to pass such legislation.

The UN, World Bank, OECD and everyone else is making sure we DON'T have representation.

DON'T? LOL!

No thinking person doubts that the NAU is being enacted in exactly the same way.

The NAU is being enacted by locally passed legislation? Lay off the medical marijuana.

Sorry, hedge, when I think PPP I think of local/state/federal governments handing contracts/permits over to private companies to build/operate/maintain a power plant.

If there is corruption in the process (and there is), it is not caused by the act of private entities participating in the process. Ask yourself, if the process was 100% government would there still be corruption? Yes. Frankly, you use corruption as a red herring.

Furthermore, if you want to reduce the level of corruption in government, you need to increase the participation of the private sector. Ask yourself again, if you want to build a bridge, will there be more fraud/waste if the government's role is increased or decreased? Meaning that, would you rather have the steel produced in a government-owned mill and shipped on government trucks to be assembled by government workers, or the other way around?

Ronald Reagan (and Margaret Thatcher before him) had the right idea about privatizing certain functions that governments need not perform. You are arguing that (in order to avoid corruption, etc.) we cannot afford to have any functions performed by anyone (or anything) but the government.
