Congress has not been involved from a legislative perspective, yet here we have PPP legislation for local govenrments to enact.

Why should Congress be involved with local legislation?

Local legislators don't write these bills. They are handed down from the international corporations and organizations, just the way you globalist, “free traders” prefer.
