Thank you for the clarification and the chart. I wonder why I had it stuck in my head that the Dept of Agriculture fell under Homeland Security? Initially did Homeland Security entertain absorbing the Department of Agriculture?
I would think it an advantage that the Ag. not be under Homeland Security.
Possibly because the Agricultural Inspectors, who used to belong to USDA, now belong to Customs & Border Protection, part of DHS. These are the guys inspecting food shipments coming into the country. They were 'merged' with the other inspectors - legacy Customs and legacy Immigration, into CBP.
