Sure, seen it several times, especially around the Corona area in SoCal. As for it being over the line, do you desire to mandate that horses, bulls, dogs, cats etc wear pants? Personally, I'd rather suggest less reason to let the government regulate our every behavior. If they offend, don't look.

Truckers originated this. They are replicas of Bull's balls, NOT human. Bull haulers (livestock haulers)originated it (they used to be real, not plastic,hung from the trailer's rear DOT bar,bumper))Now available in all truck stops, in all sizes and colors. Bull haulers also hang chrome cow bells from their running boards. Are the dang four wheelers gonna copy that, now ,too?
