I’d hazard a guess and say it means the state intends this to be a statement to insure his life isn’t snubbed out in a mad shootout and to let him know the state intends he’s should be captured, not killed. I don't know if they knew. Doesn't sound like there was much investigating done prior to last week by anyone. Authorities have met with his family in Nevada, so probably got some background from them. Also, some of his background may have been discovered through search warrants. I'll buy NCIS may have really dropped the ball on this. But I doubt they would hide that info. I think that would be a problem in the Marines, having aliases.
