So... do you have to use drugs at least minimally, or is he requesting minimal or no drugs?

Yeah, you’re kinda stuck between a rock and a hard place. I guess all you can do is to keep on trying with the landlord. Or if he just doesn’t cooperate at all then just do the things that you can do yourself and write it off as an a necessary expense to maintain your sanity. Maybe you could try to get a semi-decent used stove/oven, and if nothing else you could either move it with you when you moved or resell it on Craigslist.
Well, compared to the new gal, you ARE an old pro. I’m sure it’s much easier on all the nurses when someone new comes in who they can trust to get things done, and they don’t have to hand-hold all the time.

We eat a lot vegetarian and ALL organic. We are firm on ORGANIC, we DO NOT want more than just at most a tiny bit of NON organic stuff in the kitchen, all veggies/fruits must be organic --that's our picky thing. So if you want to have ALL organic foods in the kitchen, great, if not, this is not the right place for you. I am happy to purchase organic things when I go for you, if shopping is a hassle, I occasionally go to Trader Joes and fairly regularly to Costco and the food coops in Oly. I am price conscious, who isn't with organic eh? and we usually eat the veggies on special for that week.If you don't eat organic, but RARELY if ever eat at home and just microwave in a disposable thing, that could work. Also, you can keep non organic fruits in YOUR room and that would be OK too, just as long as they stay in your room and don't come in the kitchen.

The oven is a wall oven and I’m not sure I trust the wiring. Before I switched it off at the breaker, it made buzzing sounds even though it wasn’t on. Scary.
The stove top is set above the counter - not a separate unit, either. I did point out that it only has two burners that work (burners that I bought and got no credit for, I might add - as I did the fridge, for that matter), and he just kind of laughed. He’s hard to read. I don’t think he got it that I was trying to request something better. :-\ It’d be nice if both stove and oven were of the sort that I could just get even just a junky used one, but as it is, the idea of replacing ‘em is intimidating. Especially as I’m skeered of electricity and fire.
I’m still really thinking about getting a decent counter top convection oven. Something big enough for bread. It’d still be cheaper than one month’s worth of extra rent in a nice place... And I could still use it in another place.
When he was home for three weeks at Christmas, he just fixed his own food, unless what I happened to be fixing was veggie. If the main dish wasn't veggie, he'd eat the side dishes, which usually were.
Wife’s boss, who is also a longtime neighbor and friend is a vegetarian. But she will eat fish and seafood. So when they come for Christmas (they’re sort of on our regular list), her husband usually brings something like Shrimp Creole.

Have you tried making more concrete requests. Like you say, there may be a language barrier there, or he may just be playing dumb and using that to his advantage. Wouldn't be the first time that happened to somebody dealing with a foreigner. You may just have to say something like "I'd like you to replace my oven and cooktop. Do you think you can do that or not?" That way he'd have to say either yes or no, and at least you'd know that he understood.
That's what makes me so crazy! Some of them will eat only vegetables and fruits...some will eat eggs and milk, but not meat...and some of them will SOME kinds of meat but not others. And that's ok, s'long as I don't have to cook or shop for them. I think they all must've been traumatized by the movie Bambi as children. ;o)

Yer good people 2J. I know those times were difficult for you, but you held on and you managed your money wisely. I’m glad things are going better for you now.
All that being said...I applied for a new job today...

So, there's that.
I'd also recommend being very direct and simple, if you really want it fixed. Maybe even write it down.
As for roommates... ack. Having a stranger for a roommate is college, not so much in adulthood. You really want some other person in your house all the time? It's enough of a challenge to live with someone you love... let alone someone who you only have craiglist in common with.
I looked at a cool place that was a roommate wanted ad once. It actually had a barn and room for horses too, but it was a very nearly independent apartment... had it's own bathroom, living room and kitchenette, and it's own entrance. That place was pretty cool.
Err.... Having a stranger for a roommate is ~cool in~ college...
