I think this more likely shows where the SERVERS that are being accessed are located rather than the location of the consumer computers.

It's supposed to show the location of the client rather than the server.

The geographic location of an IP address can often be determined from the netblock information at arin.net. You can enter your IP address in the whois search and see if it matches your location.

that is because Bresnan has their IP block located in Chicago.

There is a unintended consequences in the analysis.
