The article says that the one of the dogs was either in heat or pregnant. That is often when the animals can become aggressive...any animal. For crying out loud, why didn’t this bozo have the animals neutered?

Seems to me it’s more a situation of an irresponsible dog owner than a “hostile” dog.

And yes, if two dogs are fighting (or any two animals are fighting), it’s not recommended that anyone step in between them.

Is it possible you want to rationalize this "accident" as much as the animal control officer, who seemed to be puzzled that this could happen? You might want to read the next sentence in the article.

"This is just speculation, but the female was in heat and the lady was probably trying to break something up and one of the dogs took her down," said Head, who has been with the county animal control department for 27 years. Smallwood, however, said today that Passion Maria was pregnant and that Mafia Lee was the sire.
