The Chinese government ain’t much different than ours in some respect, as long as they get their cut they are happy.

Thanks to some major concessions on source code and a precipitous price drop, the Chinese government has now thoroughly embraced Windows and Office.Interesting isn't it? Things that Linux has, like low price and source code access, MS had to provide in order to be able to compete.
