I say "nearly perfect" because the United States did consult with its (nominal) allies before implementing its requirements. There is nothing sinister about making sure that the issuers of foreign passports use a biometric standard that our Customs officials can actually use. Although it did make for some interesting conspiracy threads on FR at the time.
So here we go again. You think that biometric passports are evidence of the "many pieces of legislation" that will enable the formation of the NAU. How?
Please don't give me a link to the text of the legislation, as doing so will not prove anything. Besides, I've read it already. If you find a particular section troubling, post why you think so below. I will then provide you with the rational explanation, likely followed by some blather from you about how I am connecting the dots incorrectly.

Robert Pastor’s Building a North American Community speaks directly to the need for such types of border passes being in place for the “safe and orderly migration” of peoples within the entity, the North American Community.
Have you even read that document?
