It is a mistake to see poverty as the major cause of crime. The values and social organization of the those in the "underclass" probably result in both poverty and social chaos.
This story shows the lack of empathy, identification or whatever that is required in a civilized society to preserve safety and order.

People who have spoken to her about the shooting said she would not talk to the police for fear she would have to move out of the country. This has gone on and on and on and nothing is ever done. A lot of moronic yackety-yack about poverty, racism, diversity, tolerance, empowerment and even midnight basketball. The violence got so bad at one time they even tried having islamic patrols (slight pause so we can all laugh or vomit) control the violence. All gangs, should be put on notice and subsequently eradicated. The right of assembly is lost when the reason for assembly is violence. This defies my usual philosophy of personal responsibility, but I would say the best thing that could happen to solve this would be that Hip-Hop music (I use the term, music, loosely) would lose popularity. The glorification of these murderous thugs goes a long way in seeing they retain whatever power they have. These thugs would be ripe for the military entity I think should replace the border patrol. Clean it all up, one thug, one city at a time.

The only way these gangs are going to be shut down is when they are put into a hole, one by one, until the rest are too scared to remain in the gangs for fear of their lives. If you terrorize the gang members by targeting them for a speedy death, what remains might reconsider. Problem is, once these young men started disappearing, the clamor from the “community” would be deafening; these bangers are part of the community and are relatives and children of the people who “never saw a thing.” The gangsters have enough support within the ‘hood to be protected form both prosecution and a anti-gang Star Chamber. Fence it in and let them have at it.
