My daughter is staying with friends in Hong Kong, and wants to call people in the US. She doesn't want to run up the phone bill of her host family and doesn't want to use her cell phone, because international roaming is expensive.

Calling cards are fine, but you will always have an expense.
I would encourage using Skype on computers at both ends. The call audio quality is better than FM radio and all such calls are free.
Skype can be used to call phones, including mobile phones, too. Skype costs $0.021 per minute calling to or from Hong Kong on mobile or landline phones.
What company do you use for long distance service for your land line? They likely can provide a phone card that is tied into your regular phone bill.
Alternately, your daughter could purchase a GSM based cell phone there but only if she’s going to be staying for a few weeks or more.
You can pick up SIM cards with cheap international deals to put in a cellphone as well as numerous long distance calling cards at the airport and all across Kowloon, Central and Causeway Bay.
For the former, she will need a 900/1800 band compatible (unlocked) GSM phone.
