Well actually I was thinking that

they both plan on assimilating all non-Borg/Rat
they are not fully human
They cannot comprehend any way of life which isn’t theirs

Have you ever noticed the dims? they start with one short sentence then it grows and grows and grows until they get their man to resign or fired.
