“I know that President Carter and I have had our differences,” said Mr. Bush, “But I think most Americans will agree with me that he’s a terrific ex-president. Things have never been better since Jimmy Carter left office.”

Nice backhand, there. What everyone is going to miss is how tongue-in-cheek this statement is:

1. Terrific "ex-president", not terrific president. Translation: We're all happy he's gone.
2. Things have never been better since Jimmy Carter left office. Translation: Once again, glad he's gone. Things have been better ever since.

Carter says he should have avoided the question now, that his statement was careless OR misinterpreted and worst administration in history was only in comparison to the Nixon administration. Wafflewafflewafflewaffle...some hings never change.
