Depens what they mean by reloaded. If he ejected the magazine and was stuffing new rounds into it then you have a point. If he ejected the magazine and inserted a new one then you have no point.

I can shoot a round from a gun and reload a new magazine and fire another round in about 1.2 seconds. Some people can do it under 1 second.

I'm wondering what make of weapon he was using and if he had 32 round extender mags. That would explain a hell of a lot.
