The sea committment ceremony becomes interesting when viewed from the point that Howard and Anna are Ca people. Remember, the objection to "committment ceremonies" is the homosexual factor.
You MAY be entitled to some benefits under these ceremonies but NOT Federal benefits. Would that throw the USSC win out the window?? The issue was whether pursuit of the Marshall monies could be tried in a Federal Court, IIRC.
