I was signing up for a My Page on this Yahoo and it wanted my location, notice the options it offers

I believe that box is for selecting a different country other than the United States; if you select nothing, it takes you to the sign-in page in English.

I believe that's because the default selection is U.S. English. It would appear those choices you illustrated are for those outside the U.S., or those living here who speak Chinese or Spanish.
