Is there any objection to telnet servers that don't allow any sort of shell access? Things like low-security BBS's and such?

As a rule, yes any telnet is bad. Heck I disable FTP and force people to use scp.. There are going to be exceptions (i.e. talking to legacy mainframes and the like) but telnet is a technology for a different time.

Telnet passes both username AND password in the clear. These days, this is just asking to get your users hacked.
