Those would be my choices, too.
I would add, where individual initiative and rugged individualism are still considered desirable qualities.

And the slackers are barely tolerated.

New Zealand for sure...I had a retired friend who is an ex pat there....took almost a year as he had to prove net worth etc.....they do it right
