IF I COULD BE GOVERNOR OF CALIFORNIA

1. The Federal Government has failed us californian's, in all

aspects of their required constituional duties, with regards to

Controlled Substances and Illegal Immigration. Therefore as of 1 hour ago

I have PARDONED all legal residents in our jails and prisons for any and

all crimes relating to the Controlled Substance Act and other laws with

regards to Controlled Substances.

2. I am notifying the DA's across the State, that anyone arrested

and or prosecuted for possession of Controlled Substances Shall be

immediately pardoned by me the Governor of California. This should

immediately relieve our overburdened Police Departments, so they can

concentrate on real crimes instead of individuals who mostly only harm

themselves.

3. Now we have effectively removed more than half of the inmates in

the California Prison System, We have immediately relieved our court

system throughout the state of tremendous backlogs and high caseloads.

It's time to fill the prison system with real criminals as follows.

4. As of this morning I have ordered the Attorney Generals office to

Immediately Sieze the Assets of every Financial Institution operating

within the State that accepts the Matricular Consular as ID, and all

institutions that have account holders without a Valid Social Security

number. All accounts have been siezed and any legal resident with

verified Tax Returns for monies earned will receive their money back,

Just bring in last years Tax Return and once verified you will receive

your money within 3 business days.

5. I have also ordered the Attorney Generals office to immediately

arrest All Board Members of said Financial Institutions as well as any

and all branch managers and employees for going along with illegal

activities for Money Laundering. (now that we have extra space in our

prisons).

6. As we speak right now Auditors are going through Tax Returns for

Individuals and Corporations who Operate,maintain, and or own Rental

Properties. All persons and or Corporations who have received rents from

any Person or persons who have not filed a Tax Return with a verified

Social Security number shall immediately be arrested, All assets will be

siezed under current asset forfeiture laws as illgotten gains under the

crime of Money Laundering.

7. Yesterday I ordered CALTRANS to Immediately disconnect the

Federal Building in Westwood, The IRS complex in Fresno and All Federal

Courthouses in California from our STATE SEWER SYSTEM (were not taking

any crap from the feds). All sewer lines coming from these buildings have

been filled with concrete as of last night. They can of course apply for

permits for portable toilets at their own expense. At no time shall any

Federal building be allowed to connected to our State Sewer system until

All of the following have been done: A. All monies spent in the state on Illegal Aliens since

the 1986 Amnesty Bill is repaid in full in Legal Tender as described in

article 1, section 8 of The US Constitution. B. The National borders within the State of California

have been sealed so that not 1 Illegal Alien is able to enter the country

across any California Border. C. All Ports within the State have 100% Cargo searches

and Shall Guarantee that No Illegal Aliens or Substances have entered the

State. through our Port System.

8. Finally I have drafted legislation which I will put on the Ballot

at the first possible election, making All State Pension funds liable for

Any and All losses that are a direct result of Illegal Immigration,

including but not limited to: A. Education B. Health Care c. Crime Victims of Illegal Aliens, including Automobile

accidents.

D. in this measure there is a provision to assess all

Federal Employees who reside or work in California except Active Border

Patrol agents and Active Military personnel as follows:

1. Persons earning under 50k per year shall be

assessed 10% of their gross wages. 2. Persons earning between 50K and 75K shall be

assessed 25% of their gross wages.(the Wealthy) 3. Persons earning between 75K and 100K shall be

assessed 35% of their Gross Wages. ( The Rich) 4. Persons earning over 100K shall be Assessed

75% of their gross wages. ( the Extremely Rich) (modeled after Ted Kennedy's Income Tax Plan)

These monies shall be deposited into the Illegal Alien Victims

Restitution Fund and shall be used to compensate Victims of Illegal

Aliens.

If at anytime The State Pension Fund System incurrs obligations exceeding

10% of its net worth, said fund shall be dissolved as follows.

All leftover funds after payments to victims of Illegal Aliens Shall be

turned over to The Social Security Administration, All persons who were

covered under said system shall be converted to Social Security Retirees.

Failure of any Person listed above to pay their Assessments in full

within 30 days of notification shall have all assets seized under current

Tax Law as well as Asset Forfeiture Laws. Governor Wannabe
