You are right. One thing to remember - it is not he that is spineless, it is the fellow Repubs who don't back him up, even before the election. Not all of them, but enough, including ingrates that received him from him (Spector, Chaffee...) Bolton was an inspired choice. I am happy we had him for as long as we did.

It was President Bush who gave us the best thing to come along at the UN in 30 years, and it is Bolton who decided to resign (most likely because he had had enough).
