I found the answer on TV.com. The actor was Endre Hules, who's been in a lot of stuff I would have watched, including "Alias" and Season 1 of "24".

So that's why he looked familiar.

OK, I looked him up on IMDB. He's played in an episode of "House". He was someone they interviewd about one of their patients. He was also a Major in Peacemaker; I vaguely remember him in that.
