You could put the 2 in different divisions and still play your annual rivalry. That is what GA-Auburn do. We rotate the rest of the sec west.
I did forget that you only had 11 teams.
I still think it should be all or nothing with these conference championships.

It won't happen.
Neither fan base nor the school themselves will go for it.
Beyond that, Penn State wants to play both as well.
Right now the divisions would look very lopsided. No one in the Big Ten would want any possibility of an Ohio State - Michigan rematch. It's twisting people around pretty good this year that it's a slight possibility in the NC game.
They would have to go with a east-west format.
that would mean this:
East:
Penn State
Ohio State
Michigan
Indiana
Purdue
And if they joined, ND
West:
Iowa
Illinois
Wisconsin
Minnesota
Michigan State
Northwestern
It wouldn't work very well. That would be like the Big XII trading Nebraska to the South for Baylor. The only real switch would be ND and Michigan State, but still even then, you'd have 3 traditional powers in one division vs. one power in the other division.
