How does one find the owner of a phone number?

I have some unknown numbers and at odd times on my cell phone bill. Is there any way to find the owner of a cell phone number without calling that number and asking?

Sometimes calling a number that you aren't familiar with can bounce international and ruin your bill. Also, calling toll free numbers can get your number on telemarketing lists.

here's another place to check:
http://www.411.com/10668/reverse_phone
IMHExperience, I get one or two "stray call" on my cell a week.
And when I check this service linked above, it just is listed as
e.g., "a landline in Dallas, TX" or "a cell phone in Long Beach, CA".
These you can sometimes get more info if needed.
I suspect those are just calls from commercial operations/solicitations.
Another thing you can do is just GOOGLE the number.
For a couple of number, that has taken me to blogs/websites
in which lots of our fellow sufferers have detailed their annoyance with
these "stray" or "annoyance" calls.

You can get close for free. Most free sites will give you the city and state and let you know if it is a landline or a cell for free.

Yes, I have the cities and they're within my general area but I'm not gabbing on the phone at midnight for half an hour. I don't think the dog and cat are up partying so it's odd.

They have a Reverse Lookup, but nobody lists cell phones. There is no central database for cellphones.
This is FREE!
