Well, they couldn't prevent the change of seasons either, or abolish the law of gravity. Actually, it is refreshing to see such humility in the elected officials. The "frigging liberals" would be busily doing something atrociously useless and meddling in other people's lives and business in the process. Meddling is the part they like and do best. As for the dead drinkers - consider it a natural process. In that age cohort every year something like 0.01% of them would end up dead, if not from this, then from that reason.

If they are so stupid that they get drunk then go swimming you can't keep them "safe." Next it will be how to keep the drunk students safe as they play on the freeway. Then as they play superman on high rise buildings. Then...
