I'm telling you it's different on kickoffs than on regular plays.

And I'm telling you that you are confused. The change this year is that on a kickoff once the runner is down and the ref resets the ball the clock starts, instead of traditionally not starting until the snap. However if the runner goes out of bounds, the clock still doesn't start until the snap, just like with any play where the runner goes out of bounds. Out of bounds or opposing penalty is the only way to stop the clock until the snap, and that doesn't change to a special situation on the kickoff.

You may be correct, I googled and found conflicting info on the rules for that situation.
