So many missing and murdered girls lately it's like someone put up posters that say " Hunting Season for Girls".

Students, particularly female, need to get it though their heads that they are not necessarily safe in their little college towns. It needs to be repeated endlessly that you should not move about alone. If you see a friend of yours leaving with someone unknown to you -- stop them and ask questions.
